First, it has to be part of a complete marketing plan. You can't just have a website. In fact, if you don't promote your business and website through social media, you'll miss a lot of sales. But that is another topic all together.
Second, a successful website has to do 3 things: increase awareness, exhibit differentiation from competitors and give the potential customer a easy way to transact business (preferably a SALE, but if not, at least a way to schedule appointment, etc).
And last, a small business wants a website so it can easily be found by Joe Consumer when he googles your product or service. I have not opened a phone book in ages. Mine are all covered in duct tape, turned into booster seats.
Facebook offers extremely targeted advertising criteria for very little expense. For example, we promoted an artists music video to "people living within 25 miles of LA, Nashville, Miami and New York who work for the following independent music labels [insert 30 record labels here] with the title of Buyer, Producer, Talent Acquisition, Executive Producer." That video had over 5000 views in one week leading to 7 gigs for the artist. And Facebook charged less than $35 for the advertisement.

It doesn't matter if you are a small home based business or a big business with hundreds of employees. If you don't have a website you are losing out to a business that does.
A website is the face of your business online. Just like the curb appeal when you pull up to a business. If you have a website make sure it's professional looking. A poorly designed website can actually hurt your business.
Google(aka Internet giant) will not take you seriously as a business without a website. Not just any website. A website that can be viewed on any device. Mobile, desktop, etc. Google wants to give you the best results possible when performing a search. Companies that have a website(a good one) will show up more and higher on search engine results. Having a website is just one part of showing up in searches but it is a very important part. About a year ago, Google announced that it will give preference to businesses with mobile optimized websites. Basically, if you have no website or a poorly designed website you can expect to not show up at all on Google or rank very low.
It doesn't matter where your business is located. Selling your products or services on a website can expand your target market. Your current market may be doing well or struggling. Selling your products or services online can target a totally different market and expand your business.
I hear this all the time, "I'm a small business in a small town... Everyone knows me." That may be true. But when you are looking at a product or service to buy where do you look? A website reinforces the credibility of your business. It can provide pictures and the history of your business. Your website will be printed on all your marketing materials. Making your business accessible to your potential customers 24/7.
Lastly, choosing a good website designer is just as important as the location you chose to run your business in. Your website IS the face of your business online.
